Is there a way to unlock and delete previous owners icloud and iTunes account? I purchased I pad mini second hand and previous owner assured me they had deleted all their account but turns out they didn't and now I am stuck with a locked I pad. I have had no luck contacting the previous owner

Without the previous Apple ID and Password, the iPad is useless. Not even Apple can help. Sorry.
where did you buy this iPad?
If you don't have the previous owner the chances of finding the password is hopeless. but it depends where you bought it from. i had the same issue on a used iPhone and i went to apple and they where able to tell me the phone number that is on that account.
